Answer
A manager only sees people who report to them through the Job hierarchy, and only while those people are current. Future starters aren't visible until their start date, and leavers drop out after their leave date unless a grace period has been set. The manager also needs to be in a Manager-type role, as a Normal User role only sees their own record.
How to fix it
- Go to System Configuration > Role Management. The list shows each role's type, so check the manager is in a Manager role, not a Normal User one. Use the Users action on a role to see who's in it, and move the user if needed.
- Check the Jobs file is in use (System settings) and the subordinate's job reports to the manager's job. See Job hierarchy - viewing and changing a manager.
- If the person is a future starter, the manager will see them from their start date.
- If the person has left, managers have no access to leavers by default (a setting of 0 days). To allow it, a system administrator can increase the number of days after the leave date in System Configuration > System Configuration > General group > Leavers grace period manager access. - To see people further down their reporting line, use the Manager Levels slider in Advanced Search. See Can a manager's manager see an employee's record?
