Introduction
The Accord Payroll Re-enrolment Utility is part the Accord Payroll Pension Auto-Enrolment Module and is used to aid with the re-enrolment process in Accord Payroll.
The re-enrolment process is composed of several steps as follows
- Choosing a re-enrolment date – For the first re-enrolment this can be within a 3 month period either side of the 3rd anniversary of the employer staging date and for the subsequent re-enrolments within a 3 month period either side of the 3rd anniversary of the previous re-enrolment date.
- Identification of workers that have opted out or left the AE Pension Scheme – These are workers that would have been auto-enrolled and will have an AE Status of Opted Out or Scheme Leaver on their employee record. The workers who are excluded from auto enrolment duty or members of a qualified pension scheme will be excluded from the re-enrolment/postponement process regardless of their AE Status.
All workers that have opted out of the pension scheme in the first 2 years following staging or previous re-enrolment date should be go through the re-enrolment process on the re-enrolment date (also applies to scheme leavers).
All workers that have opted out of the pension scheme in the 3rd year following staging or previous re-enrolment date should be postponed to the re-enrolment date + 3 years (also applies to scheme leavers).
- Assignment of AE Status Re-enrollment – Workers that are identified to be included in the re-enrolment process will have the AE status changed from Opted-Out or Scheme Leaver to AE Status Re-enrolment with a deferment date set to the Re-enrolment Date
- Auto Enrolment of Employees with AE Status Re-enrollment – Once the re-enrolment date is reached then the workers with AE Status Re-enrolment will be subject to Pension Auto-enrolment. Workers that are categorised as Eligible Job Holders will be auto-enrolled onto the default AE Pension Scheme
- Reporting on Workers that have been Re-enrolled – Workers subject to re-enrolment will be included to the Pension Re-enrolment Reports.

Re-Enrolment Utility Parameters & Settings
At the start of the process, please log in as ‘ADMIN’ user so that all of the settings can be accessed.
Entry of Additional AE parameters
The Re-enrolment Utility AE Module uses the following key parameters (menu option Settings Miscellaneous | Parameters, Autoenrolment tab) There will be one set of AE parameters per Accord Payroll company.

Re-Enrolment Process
Running the Re-Enrolment Utility
IMPORTANT: The re-enrolment utility can be run only one time and cannot be re-run. To be able to re-run the Utility please ensure that a company backup is taken before running the Utility. For larger payrolls please take SQL database backup.
After entering the Re-enrolment dates on the AE Parameter screen and having taken data backup the Re-enrolment Utility can be run. This is run from the Accord Utilities Window (menu option Utilities | Other Utilities) then menu option Utilities | Auto Enrolment Utilities | Re-Enrolment Utility.
To Start the Re-enrolment Utility Click the Start button
IMPORTANT: Please ensure the Re-enrolment dates entered are correct before running the Utility
Checking the Re-enrolment Results
Once successfully run the Re-Enrolment Utility will confirm the number of workers that have been re-enrolled or deferred.
Click the OK Window to close this message
The Utility will then show a log of workers that have been flagged as re-enrolled and deferred.

Checking Employee Records – Re-enrolled Workers
In the sample screen shot below the worker had previously been auto-enrolled onto the default pension scheme on 01/10/13 but had opted out.
As the worker had opted out with 24 months of the employer staging date then they are subject to re-enrolment and their AE status has changed from Opted-Out to Re-enrolled
When the deferral date is reached the worker will be assessed according to the normal AE Pension process in Accord Payroll.
In this example the worker is categorised as an Eligible Job holder and auto-enrolled.
The worker will be included to the Pension Auto Enrolment Report as for any worker that is auto-enrolled
Once the payroll has been updated the AE Status will be updated to Auto-enrolled and Auto enrol date to 01/07/16.
Checking Employee Records – Deferred Workers
In the sample screen shot below the worker had previously been auto-enrolled onto the default pension scheme on 01/11/15 but had opted out.
As the worker had opted out more than 24 months after the employer staging date then they will be included for re-enrolment on the next re-enrolment cycle in 2019.
NOTE: If the Auto enrol status is set to Opted out no Opt Out date is entered the system will re-enrol the worker.
Re-enrolment Reporting
We have added 2 new pension Report to identify which workers have been included to the re-enrolment process as follows:
Pension Auto Enrolment Report (Pre Update)
| Note: This is a pre-update report and will be refreshed on each payroll calculation. |
As with the Pension Auto Enrolment Report this is a Pre-Update report run from menu option Reports | Crystal Reports | Pension Re-Enrolment Report (Pre Update)
The report will show all the workers that have been Re-enrolled or Deferred and their AE Status after the payroll calculation run.
Workers that are flagged as Re-enrolled and then assessed and found not to be eligible jobholders will be included on the report although not auto-enrolled onto the AE pension scheme e.g. worker 000444 below.
Workers that have opted out to be included in the next re-enrolment cycle are also included.
Pension Auto Enrolment Report (Post Update)
This is a post-update report that can be used to show how employees flagged with status re-enrolled have been categorised and processed for auto-enrolment in previous periods.
The report run from menu option Reports | Crystal Reports | Pension Re-Enrolment Report (Post Update) and can be run for a multiple date range.
The report can be useful to track employees that have been re-enrolled over a specific date range e.g. in payrolls that have a varying set of workers for each run.
